The Untold Story of How Former Nasarawa Polytechnic Bursar, Abdullahi Akyo Withdrew N103.9 Million Using Blank Cheque-Probe Committee Report

The report of the investigative panel of the Nasarawa State Polytechnic, Lafia in its report uncovered that the Bursar of the institution, Abdullahi Akyo, the Registrar, Joseph Labio Dio and the Acting Rector who during the shabby deal when the Rector, Silas Gyar went on sick leave withdrew a whooping N103, 954,055.74 from the coffers of the Polytechnic but there is no tangible evidence to back up how the monies collected are Judiciously spend.

The panel revealed that the dirty deal of the two principal officers took place within 14/6/2016 when the Rector was at Prayer House and hospital battling with his dwindling health the signed several blank cheques of different bank accounts and handed them to Akyo to take care of pressing needs” in his absence with a verbal instructions that management must meet to decide on expenditure but neither the Rector non the Deputy Rector took stock of the Bank cheques.

16/8/2016 the sum of N1, 190,500.00 from Skye Bank

On 30/8/2016 the Bursar withdrew N1, 655,000.00  from Skye Bank.

Abdullahi Akyo also withdrew N8, 827,666.00 from UBA on the 30/9/2016.

Again on the 6/10/2016 he withdrew N140, 000.

On 11/10/2016  he withdrew N2,007,000.00M from Skye Bank and lastly N1,664,718.00 totaling N14,884,884.00M without authentic evidence to back up the transaction.

While the former Registrar, Joseph Labani Dio on the 24/8/2016 withdrew N1, 240,000.00 from Unity Bank.

He also withdrew N1, 315,500.00 from Unity Bank.

On 26/8/2016 the Registrar withdrew 3,072,300.00M from Skye Bank and again N683, 000.00 on the 29/8/2016 while on 30/8/2016 the Registrar and Bursar withdrew N1, 655,000.00 from Skye Bank.

And on 2/9/2016 he withdrew N709, 000.00 from Unity Bank respectively as captured on page 48 of the committee report.

The committee in its report unveiled that the Registrar, Joseph Labani Dio and the former Bursar, Abdullahi Akyo soiled their hands into the funds of the Polytechnic without authorization or consulting Augustine Ali Gabu, who was covering the office of the ailing Rector.

It was revealed by the report that the two management staff that used the institution as a cash cow for their personal use.

The committee revealed that out of N103, 954,055.00, the two management staff in the centre of financial recklessness withdrew N83, 967,171.74 from Skye Bank with Account number 1790170594.

The two also withdrew N9, 719,218.00 from Unity Bank with Account number 0014957785 and again withdrew the sum of N10, 267,666.00 from UBA with Account number 1015239858 respectively.

It discovered that Augustine Ali Gabu did not cross check cheques with the actual amount on the payment vouchers.

The Registrar jointly withdrew N1, 655,000.00, Bursar Akyo withdrew N5, 002,218 and the covering Rector, Gabu withdrew N91, 896,037.74 all with blank cheques.

The committee recommended that the Registrar and Bursar should face disciplinary measures as government accepts that the culprits involved should be foisted to refund monies diverted, the report revealed that Taxes deducted from staff salaries were not remitted to the concerned authority which is the Nasarawa State Board of Internal Revenue.

The worst part of the untold story was that the Bursar, Abdullahi Akyo connived with a staff on suspension by paying full salaries instead of half pay or no pay at all, though pending on the gravity of ones’ offence.

Other discoveries also include the difference in Personnel cost , the committee unveiled that the Personnel cost of 2014/2015 was above the cost in 2016/2017 as the monthly overhead was N10,158,644.26 but details were not made to the committee.

However records for July 2017 showed that Polytechnic expended N12, 244,297.08 which was hike with additional N2, 085,633.00.

Pension and Gratuity N3, 752,911.00

NYSC N455, 000.00

2011 30 employed staff N2, 203,393.14

2014 Promotion/Annual increment N4, 165,317.93

Stevenson Security N1, 667,675.00

The committee recommended that the former management should Account for the utilization of the overhead cost of N10, 158,664.26 collected monthly from the state government from October 2014 to October 2017 respectively.

The State government accepts and further directs the Governing Council to ensure that individual involved should comply accordingly.

The second recommendation was that the Polytechnic should stop funding unauthorized employment from government Subventions.

The State government however stated that the Polytechnic is not within the mainstream service since it has its manpower requirements which is understood but such engagements should be in accordance with the rules and regulations of the + on recruitment and+ the express permission of the appropriate authorities.

The committee further observed that there were pending promotion arrears for 2015-2016,the payment of which could boost staff morale and enhance industrial harmony.
