How Police DIG Hycent  Dagala Allegedly Connived With NOSDRA, SEEPCO, To Defraud The FG And Ordered For Killing Of Whistleblower

Reports reaching Trail Reporters News room shows that the Federal Government Policy on Whistle blowing has suffered a great setback as Deputy Inspector-General of Police in Charge of Force Criminal Investigation & Intelligence Department, Force Headquarters Abuja, DIG Hycent M. Dagala has outrightly covered up a police report which indicted the Director-General of National Oil Spill Detection and Response Agency (NOSDRA), the Acting Director, Oil Field Assessment, NOSDRA and Officials of Sterling Oil Exploration & Energy Production Company (SEEPCO) who conspired to defraud the Federal Government of several billions of naira when the causative Oil Spiller, SEEPCO, failed to report an oil spill within 24 hours of its occurrence to the Federal Government Agency, NOSDRA, responsible for monitoring, cautioning and sanctioning all operating Oil Companies in Nigeria.

Trail Reporters had earlier published a detailed report on how Section 6(2) of the NOSDRA Act was violated by both SEEPCO and NOSDRA Officials and how DIG Hycent M. Dagala attempted to kill the police report of ACP Makiluso Umaro, formerly attached to X-Squad FCIID Abuja, who investigated the matter. Our medium had also published the outcome of the meeting held in the conference room of the Hon. Attorney General of the Federation/Minister of Justice on 10th October, 2017 and 14th November, 2017 respectively.

We gathered that DIG Hycent M. Dagala in charge of FCIID was officially invited by the Minister of Justice, Malami Abubakar, through the Director, Citizen’s Right Department, Federal Ministry of Justice, Abuja, F K. Bebu, alongside ACP Makiluso Umaro, who is the Investigative Police Officer who investigated the case, to testify before the Minister of Justice represented by the Director, Citizens’ Right Department, Mr. F. K Bebu. We were reliably informed that the two previous meetings held could not take off smoothly as a result of the absence of Police and SEEPCO officials, which prompted an adjournment to 5th of December, 2017 for all parties to be present.

Our undercover correspondents and other who were present in the conference room of the Hon. Minister of Justice on the 5th of December, 2017. NOSDRA officials led by DG NOSDRA, SEEPCO representatives, Police representatives led by ACP Dozie and the Petitioners/ their representatives were duly present in the meeting. The petitioner was allowed to highlight his petition before the Chairman of the Committee, Mr. F. K Bebu and everyone present in that meeting.

There were presentations of official documents to the Chairman by all parties with responses and counter responses in defence over allegations of fraud against the Federal Government of Nigeria and non-payment of compensation of those affected by oil spillage. The DIG FCIID, Hycent M. Dagala and ACP Makiluso Umaro who investigated allegations of fraud against NOSDRA were conspicuously absent, but ACP Dozie and another Deputy Superintendent of Police (DSP) who never investigated the case were present to represent DIG Hycent Dagala on his instruction.

Surprisingly, ACP Dozie confirmed to the Committee that he never investigated the alleged case of fraud in which a report had earlier been written, signed by a Deputy Commissioner of Police formally in Charge of X-Squad FCIID and forwarded to DIG FCIID. ACP Dozie in his testimony confirmed to the Committee that the report investigated by ACP Makiluso Umaro did not go down well with the Police Authority and as a newly posted ACP to X-Squad, he was directed by DIG Hycent Dagala to review the case file which led to a new report exonerating the suspects of any wrong doing without any further investigation, granting of Interviews with the suspects and complainants before superior officers including the DIG FCIID, which was duly complied with during the investigation carried out by ACP Makiluso Umaro before a report was written and signed by the then Deputy Commissioner of Police in Charge of X-Squad FCIID Abuja.

ACP Dozie during his testimony also confirmed that DIG Dagala Hycent had ordered the Whistle blower to be arrested and punished severely for daring to expose the cankerworms of corruption being perpetrated by the police which the FCIID led by DIG Dagala Hycent denied being involved in. ACP Dozie further disrespected the office of the Attorney General/Minister of Justice when he stated that the AGF had no powers to investigate fraud and payment of compensation claims and that their presence before the AGF was mere formality.

But in a swift response by the Director of Citizens’ Right Department, F. K Bebu informed and educated the police that the AGF had the powers to investigate all high profile cases of corruption/fraud as directed by President Muhammadu Buhari and also had the powers to investigate social injustice as in the case of compensation claims. When ACP Dozie was also questioned by F K. Bebu if he investigated the case and visited the crime scene, his response was a big no and that he only reviewed the case file and doctored the earlier police report as contrary to the authentic report investigated by ACP Makiluso Umaro.

The outcry by the Petitioners that there is an attempt by the DIG FCIID, to kill the police report by ACP Makiluso Umaro was confirmed by ACP Dozie in his testimony before the AGF that the former report did not go down well with the hierarchy of the police. However, it was observed that no documents including the biased reviewed report by ACP Dozie and the original report of ACP Makiluso Umaro, was submitted to the Committee to back up their testimony.

When Trail Reporters correspondent contacted ACP Makiluso Umaro to confirm if he received a letter of summon to a meeting in the office of the AGF, he responded yes, and when he was asked why he shunned the summons, he simply responded that he had no money to fuel his car because he has not been paid his salary for some months.

Discreet investigation by our crack team of Reporters revealed that, ACP Makiluso Umaro is under serious threat of sack from DIG Dagala if he honours the invitation of the AGF, as his testimony/police report signed by a former Deputy Commissioner of Police in Charge of X-Squad will reveal the truth of the case and expose the cover up/corruption within the police hierarchy and may send DIG Hycent Dagala parking out of the Nigeria Police if he is indicted for gross misconducts, corruption and breaching his Professional Ethics and Code of Conduct for Police Officers. Findings by our reporters, also revealed that, as a result of ongoing investigation by the office of the Minister of Justice through the Director, Citizen’s Right Department, Federal Ministry of Justice, a letter was forwarded to the Inspector-General of Police to forward the report of their investigation over allegations of fraud against NOSDRA and SEEPCO.

We further gathered that, instead of forwarding the report of the investigation to Citizens’ Right Department, the police duplicated the case file, removed the authentic police report of ACP Makiluso Umaro who investigated the case and replaced it with the purchased reviewed report doctored by ACP Dozie as directed and then forwarded a duplicate copy of the case file via Reference Number CR: 3100/X/LEG/FHQ/ABJ/VOL. 32/68 to Director of Public Prosecution of the Federation (DPPF) through the Hon. Minister of Justice on 26th May, 2017 for Legal Advice.

Trail Reporters reliable sources within the office of the DPPF who has full knowledge and facts of the case, confirmed to our reporters that there is serious pressure from top influential politicians on the Director of Public Prosecution of the Federation to soft pedal in writing his Legal Advice over the case file before him, even when the alleged crimes of fraud against the Federal Government is very clear based on the violation of Section 6(2) of NOSDRA Act 2006 by both SEEPCO and NOSDRA. Further Investigation revealed that, on the 5th of December, 2017, when the last meeting was held, DPPF had not written and forwarded their Legal Advice despite the case file being in their possession for seven months now.

Despite ACP Dozie’s biased testimony to the AGF, documents including Certified True Copy of a Federal High Court Judgement submitted to the Chairman of the Committee, F. K Bebu, which affirmed Section 6(2) of NOSDRA Act 2006, it was also affirmed by the Director, Legal Services, NOSDRA, when he was asked by the Director, Citizens’ Right Department to confirm the position of Section 6(2) of NOSDRA Act when it was read out before the Committee by the Petitioner, clearly indicating that NOSDRA had no powers to waive revenue meant for Federal Government because SEEPCO were first time offenders.

The meeting which was inconclusive was later adjourned to 11th January, 2018 for proper questioning and answers from all parties in order for the Committee to arrive at a dispassionate conclusion and forward detailed report of their findings to the appropriate authority for further necessary action. Speaking with the whistleblower, Friday Ani, he said, he had written to the AGF to place him under DSS custody for the safety of his life,as a result of serious threats from the police, NOSDRA and SEEPCO. As at the time of going to the Press, several calls placed to the telephone line of the Force PRO, CSP Jimoh Moshood on 080325690** for comments were unanswered.
