RESOLUTIONS OF AN EXTRAORDINARY MEETING OF THE PLATEAU STATE PDP EXCO ASPIRANTS HELD IN JOS ON TUESDAY 15TH SEPTEMBER 2020

An extraordinary meeting of the Plateau State PDP EXCO Aspirants held on the 15th of September 2020 in Jos, the meeting reviewed the purported 29th August State Congress and noted that;

The party flagrantly ignored an uncontested court judgment obtained in June 2020 restraining it from conducting any State Congress until the party congress is conducted in Jos North LGA, and an undertaking by the lawyer of the party at the State High Court, Pankshin to the effect that parties will maintain status quo pending the determination of the matter.

In a correspondence dated 20th July 2020 The National Secretariat of the party scheduled Ward and LGA Congresses on July 27th and August 8th 2020 respectively for in Jos North and Kanam. Without first conducting the outstanding Ward and LGA congresses, the party in another correspondence dated 24th August 2020 fixed the purported State Congress. Some Wards and LGAs were excluded and disenfranchised, a fatal impropriety that renders null and void the charade of 29th August.

We are privy to Certified True Copies of INEC reports indicating that ward or LGA congresses (or both) did not hold in LGAs like Jos south, Jos East, Bokkos,Shendam and Kanke among several others. This means that all the persons from such areas who voted in 29th August gathering were not delegates.

In violation of Paragraph 4.01(a) and (d) of the party Guidelines For The Conduct Of Ward, LGA, State, Zonal Congresses And The National Convention 2020, the Screening Committee were not constituted, no result of screening exercise was announced or prominently displayed at the PDP state secretariat, no Screening Appeal Panel or State Congress Appeal Panel was constituted. In neigbouring Kaduna State, the Screening Committee released and displayed prominently the result of the screening on 14th September 2020 in accordance with our party constitution and guidelines.

Considering Section 25(1) of the PDP Constitution 2012 (Composition of the State Party Congress) Bassa and Mangu LGAs with 16 Federal Wards each should produce a minimum of 53 delegates. Jos East, Kanke and L/South with 10 Federal Wards each should produce at least 35 delegates. Taking into account statutory delegates, even if each LGA produces 70 delegates, the total number of delegates for the State Congress on the Plateau would not exceed 1,200 persons. However, their own records show that about 1,700 delegates voted in the Chairmanship race.

In Hon Yakubu Chocho words, “a minimum of 12 cleared Local Governments is acceptable for the conduct of the exercise in Plateau State and we have 14 cleared LGs” (Reality News 4th August 2020). In other words, even if each LGA churned out 100 delegates, the total number of delegates ought not to exceed 1,400. This is a clear case of over voting. Indeed, insiders have confessed that the over voting was in excess of 1,000 votes, this is why it took them 2 days trying (albeit unsuccessfully) to adjust figures.

RESOLUTIONS;

In view of the foregoing, no law-abiding member of the PDP would in all honesty expect us or indeed any well-meaning citizen to recognize the August 29th jamboree and its product. How could anyone recognize a people who have no regard for court judgments or INEC position as electoral empire, the provisions of the party Constitution and its own Guidelines?

It is to public knowledge that on 28th August 2020, we announced and indeed boycotted the charade, doing otherwise would have been fatal to our well-grounded litigations. In our absence, they appointed surrogates as our agents, we are prepared to initiate appropriate criminal trial against any fraudsters and their accomplices.

We wish to thank our teeming supporters for their goodwill and patience. We urge them and indeed all well-meaning party faithful in Plateau State to remain calm. As far as the sanctity of the rule of law is concerned, it can no longer be business as usual. We are prepared to fight all forms of illegality, we cannot continue to repeat the same atrocities and expect victory.
