More than three decades ago, DIG Marvel E. Akpoyibo, NPM, mni, psc and DIG Philemon I. Leha, NPM, chose the part of honour in full bloom of their youth and joined the Nigeria Police as cadet officers with a strong zeal to serve their fatherland. Fired with the robust desire to provide safety and security for our nation,  these distinguished officers faced the stress and spur of difficulties in the challenge of guarding our nation and firmly stood in the storm of crimes and crises and did their best to secure the lives and property of others.

In those active days, they sowed the seed of courage, operational sagacity, uncommon valour, tactical expertise, professionalism and enviable brilliance. 
DIG Marvel Akpoyibo and DIG Philemon Leha were distinguished members of the Police Management Team who headed Training Department and Operations Department of the Force respectively. It can therefore be rightly said without equivocations that they have given good account of themselves by successfully serving in the Nigeria Police Force with impeccable records, rising to the 2ndhighest ranking position in the Nigeria Police and gracefully pulling out of service to join the free world of civil life.
Today, it is fitting that we honour these outstanding Deputy Inspectors-General of Police whose lives have been a profound inspiration to all of us. Their brilliant contributions have accounted for the success of the present transformation of the Police Force.
One thing that stands common among the two retiring DIGs is that they were strongly dedicated to the nation and the call of duty with a rare gift of superior command abilities. It can also be safely stated here that both of them have the special skill for inspiring the officers and men under them.
I therefore congratulate DIG Marvel Akpoyibo and DIG Philemon Leha for their great ideas, and excellent service rendered to our nation. I am very proud to have worked with these great Nigerians who have tirelessly worked to ensure the success of the transformation agenda of the President of the Federal Republic of Nigeria by helping to actualize the great ideals of the present administration of the Nigeria Police.
I therefore want to encourage you to continue in your new capacities to support the Force and serve humanity even as you permanently drop your arms and uniforms. I wish you greater reward in your new world.
God bless you all as we all look forward to joining you in peaceful retirement someday too.
