The General Officer Commanding 3Div and Operation Safe Heaven, Major General Abdulsalam E. Abubakar has admonished the civilian populace to understand the military operations In any crisis, the kinetic lines of the population is just 30 percent and 70% lie with the government, with the people.

General Abubakar stated this at Rukuba Barrack, during the courtesy call by the middle belt journalists Forum visit ahead of the 28th February 2024 convention /retreat scheduled at Crest Hotel, Jos South Local Government Council.

He said, we create the enabling environment and I seriously believe in that philosophy of trinity. I want to once again warmly welcome you to help others today.

Division, we interacted and you made me understand that this is the program that is about to take place and the critical role that we need to play. I said OK fine, let’s quickly as quickly as possible so that you can hit the ground one.

Mr. Abubakar emphasized that with the incessant attacks’ the government would welcome the ideas and like to meet you as you have set the foundation for further discourse and I’ve always reiterated that for me, just like this Excellency the Executive Governor ensure the safety of lives to restore security of communities affected.

He disclosed that it is not where you have security agencies everywhere that you see you have security, it is when people are law-abiding and they go about their normal function because the no policemen, no civil defense, no immigration, and no customs but there is security-enhanced and people are doing what they are supposed to do and said when you have boots on the ground it means that there is insecurity.

So if they are for security is not having security personnel on the ground.

It means that those who should take charge of security are the citizenry themselves, the civilians.

So that is why your team hardly captured what we need to produce a convention and retreat to our military-civil society partnership.

A military-mitigated crisis in North Central Nigeria is an apartment on the side and is key.

I’ve always said that what we are meant to do is to create that enabling environment.

In any crisis, the kinetic lines of the population are just 30 percent.

70% lies with the government, lies with the people.

We create the enemy environment and I seriously believe in that philosophy of Trinity.

That is the government, the people, and security agencies.

You must address those 3 facets if you want to have any new way. So, we do our 30%.

The 70% goes to the people, and also goes to the government.

We’ll continue to do our best, the social agencies.

We are not.

We are a means to an end, but not the end in itself.

So, whatever it is that we feel we need to do, we’ll continue to do well, especially the plateau.

This time.

We bring this magnet to an end after over 210 weeks.

Political rule has to be here to win the crisis to our end.

And I’m sure that whatever are the outcomes from this conventional retreat, if the win is there, we’ll be able to have positive outcomes on our own operations same level.

We strongly believe that we must also do a lot of non-kinetic operations which we have done in the last couple of months.

Now I can tell you that we’ve held over 200 stakeholder engagements.

We go to all the good leaders; the community leaders and we have a committee peace committee headed by entire Chief Justice of the state without Chief Justice London.

They go to virtually all the communities, talk to the people to embrace peace.

We have also initiated a lot of civil military cooperation projects funded by the military in areas where there have been crises.

You go to the communities we interface with, the community leaders, we listen to what their basic needs are, what will serve you better?

Is it a solar power bubble that you need or you prepare us to refurbish this healthcare center and to reap it for you, but you prefer that?

OK, this school that was born during the right last crisis, we should renovate the school and make sure that the 2nd is to create the conditional environment for children to learn.

We have done that on both sides of the divide.

So with this your convention, you’re taking it a step further and I hope that I will be able to achieve a lot because you must bring in the civil populace, you must bring in the civil populace.

I think the post statistics at times that for instance when we had a crisis the last time on Christmas Eve and you talk about three key local governments of mangrove of course and back in life mangroves about 1500 square kilometers because about 1600 and the particle-like this another 1000 floors.

The total of those three local governments will give you about 5000 square kilometers.

Now that is the size of the land and Tobago as a country is the size of kinvad as a country.

So how many boots do you want to have on the ground?

It’s a good challenge.

So security is only because when the people themselves embrace peace that is a line that we must do.

We also talked about the usual of fake reportage, which is very right.

I’ll give you some examples.

They are not doing us any good.

And I believe that because of the fact that we’ve had this crisis for over 20 years, that we have people that we call crisis merchants that feed on the crisis and the platform.

For instance, I saw a video where we have some others that were shot and babies were on their back crying and they said this is exactly what is happening in Corpus now and that video turned out to be something that happened in Burkina Faso.

This number 19 to be specific before the incident on Fatal St.

and it went viral and it bring up sentiments and some people indeed reacted.

So we must start to bring these people to book.

We had another video that reportedly showed security agencies firing our people on top of donkeys and they said this is what security agencies are doing in Mango.

I relocated my headquarters to Mank when I was a woman.

There are no dumb kisses, man.

And I ran that video through the Nigerian and the Cyber Warfare Command and that was an incident that happened five years ago in a place called Kangaroo N hamper on of what relevance?

What do you want to achieve by bringing in all this fake reportage?

So that’s why I was trying to break the synergy between the security agencies.

The video was made showing saying that soldiers invaded the police station and some policemen were beaten and that was not the actual event that happened, that was not the actual narrative of what happened.

So that’s when forsake of you and the source of people, the multi, multi no weapon at the end of the day, fine.

It turned out to be security agencies and they had a little or misunderstanding.

It was resolved and everybody went awake.

Then after they bypassed you now went behind to make a video and posted it online.

But I’m very happy that I have a very good working relationship, especially with the police as well as the Director of Department of State Services.

And we are not deterred to continue to strive to make sure that we achieve that synergy and do our best to bring peace.

Citizen listen to all the points that you have raised with regards to support.

Whatever it is that we need to do, we’ll guide them from the chief of professor who is tactless for this project.

Whichever we need to do the rest assured that we’ll do our best and we’ll look forward to when the convention was that sort of contribute our quota so that jointly we can find the solution to the government especially on the which is phone boner now which is the one that.

So I welcome you once again .
