Whatever else may be said about his reign, what cannot be taken away from him was that he tribalised power, familiarized power and corrupted power.  He used the state instrument for private interest. While he reigned, countless Plateau people lost their jobs, positions and opportunity for progression because they offended his tribesmen and women. He welded so much power, he forgot he was in fact elected and did not believe it will ever end. He messed up our state. But perhaps it is in the area of the award of contracts that this bizarre and the 1970s style of use and abuse of power was evident.

What you are about to read in the Ministry of Works is indeed a tip of the Iceberg. In the Ministry of Housing and Urban Development, it was even worse. There he killed the contract award system, suppressed the budgeting system of all other ministries and handed it over to the Ministry of Housing and Urban Development purely for self-enrichment. Hospitals, Zaria Road stadium, Secondary schools, urban and the 5km roads in 17 LGC headquarters were undertaken by the ministry.

Other commissioners, directors and permanent secretaries watched in utter disbelief. The chap there than connived with a scion of the family to pillage and fleas this state and left a carcass of a state. Most painfully even when they renovated houses, because they were bush men without a sense of aesthetics, they permanently destroyed important monuments of the state and disfigured them forever. Guest House no 2 off Rayfield-Zaramaganda road where he named after himself is a typical example. How a government can distort such important historical listed building is unbelievable. To add salt to injury they have even illegally fenced the parking lot directly opposite the gate.

Sen. Jang is said to be good at road projects. What is frightening is the cost of these roads, the quality of these roads and the location of such roads. What is sickening is that the Ministry of Works does not essentially design the roads and bridges; they are done by the contractor, since that was the case, why then did he engage consultants? Added to that, some road resurfacing contracts were awarded at a cost far above the cost for new road contracts. The standard in the country is maximum of 50 million per kilometer for completely new roads (earth works, stone base, gravel, nylon tar etc.

Many contracts were varied without justification. There were also a lot of abuses of discretion. No standard in doing anything in the Ministry. Many roads have since failed substantially (some even when work was still on going) because of poor earth work and no stone base. There is also poor conception of infrastructure and value for money. With all the noise, Jibam Bridge is a single lane bridge. He could have simply dualised it with minimal cost increase. Government now has to again construct another lane as a fresh contract. There are several  gross exaggeration of kilometers of roads awarded (10.59km for new Government House Roads for instance, where the entire roads in the new Government House cannot be more than 4 kilometers) There is also the centralization of payment in the Ministry of Finance, as a result Ministry of Works could not keep track of payment to contractors. There are issue on conflict of outstanding balance, between Ministry of Works and Finance in several cases. No guideline on contract pricing.  Contracts are terminated and no effort was made to recover monies from initial contactor (JUTH Road for instance). He was notorious for awarding new road contracts when the old ones have not been completed. The list goes on and on.

    Thank you very much sir for taking out time to list just but a few contracts of the past administration. That’s what we call the developmental dividends of democracy and you forgot to mention the fake contracts he awarded… Pls for your information roads are not priced by length alone but length and width all together (I.e by area) you can’t say since Dariye constructed the Bokkos road at #naira, per kilometres the same should be paid for the dual wider Gada Biyu roads with a double drainage system.     Where are the fake contracts as captioned in the story? The story Teller failed to hide his disdain for Sen Jang by painting him with all unprintable names! This type of reportage is completely unprofessional and averse to clinical investigative journalism. Jang is never a saint. And I do not support any form of mismanagement by any politician but I find it hard to consume these types of ‘blackmail’. We need a forensic analysis of these contracts to be able to provide and inform view. The writer simply succeeded let’s us knw the developmental stride and legacies Jang left behind! Journalism is not madness!

    The writer has shown his naivety in construction projects. Please where on earth did you get that fact that a standard km of road in nigeria cost 50 million naira. Thats absurd, you have failed to educate the readers that some of these roads are dualized and include culverts, bridges and other ancillary road works. Every road project has it’s own peculiarities as terrains, hydraulic structures required, type of road, topography etc are determinants of the final price. Also your article did not indicate the fake contracts as you opined. And finally does your article potrays the findings of the judicial commision of inquiry? If it does then I must say the JCI was then a wate of taxpayers money
