Exposed: How Ex-Gov. Isa Yuguda Approved N2.2 Billion For Non-Existent Projects 9 Days Before He Left Office

For former Governor Isa Yuguda, nine days before his exit as Bauchi Governor was more than enough to execute the following projects which cut across Health, Education, Rural Development and Security and it will cut across the 20 local government areas.

According to an exposition made by the Bauchi Coalition Against Financial Crimes and Injustice, (BACAFCI) ex-governor Yuguda of Bauchi State during the tail end of administration, just nine days before his exit from office as Bauchi State Governor, made two approvals for of large sum of money.

According to Yakubu Jibrin, BACAFI’s secretary, in its report said; “Our fellow citizens of Bauchi State, BACAFCI, is worried about the survival of our vulnerable State. Our State has been suffering from financial crimes, previously and presently. We need collective prayers for the sustainability and wellbeing of our helpless people.”

“At the end of Malam Isa Yuguda’s administration, two separate memos were written by Hajiya Tatatu M Barwa, the then commissioner of Women Affairs, and then she was overseeing the Ministry for Local Governments. The memos were written on the 8th/05/2015 and 18th/05/2015, respectively. The approval of both memos by the former Governor was conducted on the 20th/05/2015, and the tenure of his government will end on 29th/05/2015. The first memo received the approval of ( N 1 , 591 , 248 , 744 .71 ), and the second had the approval of ( N 600 Million ). Almost ( N 2 . 2 billion ) was deliberately diverted nine days to the exit of Isa Yuguda’s administration. BACAFCI investigated the matter and found out that the former Commissioner did not benefit from the loot, but she aided and abetted the looting. That’s her offence,” Yakubu said.

According to Yakubu; “The only difference in the contents of the two memos, were the dates and amounts. The (N 2 . 2 billion) as stated by Talatu Barwa’s memos, was joint contributions by the 20 local governments areas of the state. The joint projects meant for execution, comprises the following: Health, Education, Rural Development and Security across the 20 local government areas. All the projects were to be executed within the remaining nine days of the administration.”

The report from BACAFI also stated thus; “This is unrealistic and fraudulent. It’s impossible to execute major projects that include Education, Health, Rural Development and Security matters in nine days across 20 LGAs. The former Governor should explain to the people of Bauchi State how and where those projects were conducted.”

“The transfer of the monies were from Joint account number 5030025116, of Fidelity Bank to Accountant General through excess crude oil account number 1243224012 of First City Monument Bank ( FCMB ). The transaction took place on the 21th/05/2015.

We urge all anti-graft agencies to thoroughly investigate this matter.

The same administration of Isa Yuguda, as reported by the daily trust of Wednesday, 4th June 2014, procured fertilizer chemicals and other materials worth ( 7 . 215 million dollars ) for the Bauchi fertilizer blending company. With that amount spent the company was not producing the commodity to full capacity. The company was almost grounded before his exit.

Please our fellow citizens do not accept any one introduce by this people in an election of any kind. Because these atrocities may continue.”

BACAFI also said further that, in the same trend the present administration of M A Abubakar removed the sum of (N 2 . 8 billion Naira ) in march 2017, to purchase fertilizer. The question is, where is he going to stock fertilizer worth (N 2. 8 billion)? May Allah save our dear state from treasury insurgency? “

    I wonder why your paper always feed people with outdated news. You are supposed to be investigative, ie to find out from both sides before furnishing people with such information. This information is coming too late, and without substance. If you have any, you are equally in a position to take them to EFCC. I have always patronise your paper, but I am getting bored. Please improve on your findings, may be you will prosper.
