Exposed: How Embattled Inspector General Of Police, Ibrahim Idris Is Protecting And Shielding CSP Dalatu Usman Over Alleged Conspiracy, Fraud And Leaked Documents

Troubles for the Inspector General of Police, Ibrahim Idris may not be far from over, as a high powered petition against him has been submitted to President Muhammadu Buhari.

In a petition signed by one Osiobe Ovie dated 2nd November and addressed to the President Muhammadu Buhari, accused the Inspector General of Police IGP Idris K. Ibrahim of protecting a Senior Police officer named CSP Dalatu Usman attached to the IGP Monitoring Unit Force Headquarters, Abuja over alleged conspiracy, aiding, abetting, conniving and releasing official secrets/documents with which the President of The Federal Republic of Nigeria, the Attorney General of the Federation/Minister of Justice and five others were sued in Court.

In the petitioned titled: “Grand Conspiracy by IGP Ibrahim K. Idris to Cover up CSP Dalatu Usman Attached to IGP Monitoring Unit, Force Headquarters Abuja. Over Allegations of Gross Misconduct, Aiding, Abetting, Conniving and Protecting the   Former Rector of   Delta State Polytechnic, Qghara, and Dr.  (Mrs.)  Clara   Sogbaike, Engr. Dickson Eghwatore and Others Alleged Of Fraud Of Over One Billion Naira. Forgery and a Case of  Armed Robbery/ Cultism/Unlawful Possession of Bullets and Other Dangerous Weapons,” stated thus; “Your Excellency Sir, despite your sincere and frantic efforts in the fight against corruption and corrupt practices, IGP Idris K. Ibrahim is hell-bent on protecting one of his senior police officers, CSP Dalatu Usman attached to IGP Monitoring unit over serious and weighty allegations of compromise, aiding, abetting and releasing official secrets/Legal Advice to the above mentioned suspects with which the suspects sued you, the Attorney General of the Federation, EFCC Chairman, Code of Conduct Bureau, National Human Right Commission and myself via Suit No. FHC/ASB/CS/17/2017.The suit was struck out and judgment delivered in favour of the Respondents which includes you, your Excellency.

Stating further the petitioner said that there was a Court judgment against the IGP dated 18th February. 2015, restraining the police from further investigating and arresting the same suspects, but that Up till date that court order has not been vacated by IGP Idris K. Ibrahim.

According to the petitioner, he said in a letter addressed to the President dated 13th March 2017 which was also copied to the IGP was copied said the petition that was approved by IGP Idris K. Ibrahim via Reference Number CB: 7000/IGP SEC/ABJNOL.316/836 and forwarded on the 14th March 2017 to CSP Dalatu Usman, via CP IGP Monitoring Unit for him to respond, and up till date, CSP Dalatu was covered up and never sanctioned for his alleged misconducts, corruption and act unbecoming of a police officer.

Writing further he said in another petition against CSP Dalatu Usman addressed to the Deputy Commissioner of Police, IGP Monitoring Unit, Force Headquarters, Abuja, in which the IGP was also copied CSP Dalatu Usman was queried and directed by his DCP to handover the case file in his possession to a new team leader. CSP Dalatu Usman in a bid to cover up his corruption, single-handedly wrote a biased and misleading report filled with lies, exonerating all the suspects and forwarded it to CP Legal via CP IGP monitoring Unit and then forwarded the case file to the new Investigative Police Officer, SP England Doris  also  attached  to  IGP  monitoring  Unit,  without  conducting  an interview between the complainant and the suspects, but yet he wrote his biased and misleading report to        the Police Authority for approval.

Surprisingly, a forged Legal Advice purportedly signed by one CP Surajudeen 0.Umar in Charge of Legal/Prosecution Section, Force CID Abuja, exonerating all the suspects of any wrongdoing, was used by the suspects to file a Suit in Federal High Court Asaba against you and six other persons including myself, in order to truncate investigation of other security/anti-graft  agencies also investigating the same suspects over the same allegations.

The petitioner said further; “CSP Dalatu Usman in his report exonerated fraud suspects without investigating over 15 bank statements of accounts provided and also exonerated armed robbery/cultism/unlawful possession of bullets and other weapons suspects, Engr. Dickson and four others.  Exhibits of bullets, Eiye cult beret, dagger and other dangerous weapons were recovered by the then Divisional Police Officer, CSP Felix Osadume in charge of Oghara Divisional Police Headquarters, Delta State Felix Osadume is now an Assistant Commissioner of Police. These Exhibits were handed over to CSP Dalatu Usman attached to IGP Monitoring Unit via ASP Nwankama Friday attached to Federal SARS Abuja via General Investigation Section SCllD, Asaba via Corporal Stephen Okafor attached to  Oghara Divisional Police Headquarters, Delta  State.”

The Petitioner also said that; “CSP Dalatu also lied that four of the students who were involved in the alleged cultism and unlawful possession of bullets and other weapons have been charged to court, thereby exonerated their ringleader, Engr.Dickson Eghwatore of any wrongdoing, despite their confessional statements made with both Oghara Divisional Police Station Delta State and Federal SARS Abuja, where they admitted to their alleged crimes. Based on the compromise, misleading and false report of CSP Dalatu Usman which was forwarded to CP Legal and was upheld by Legal Section and forwarded to IGP for his further directives, the IGP directed that I should be arraigned in court for giving police false information based on the purchased and misleading report of CSP Dalatu Usman.”

That directive from the IGP is currently with SP England Doris attached to IGP Monitoring   Unit and has not been countered by the same IGP, despite several letters to the IGP from the Ministry of Justice through Director of Public Prosecution of the Federation, directing IGP to order a fresh investigation by different officers from different sections.

He hinted further in his petition that the IGP Idris k. Ibrahim has also given another directive on a progress report to CP Legal via DIG FCIID Abuja with Reference No. CR: 3000/X/FHQ/ABJNol. 218/121 which was received in CP Legal’s office on 15th June, 2017, over the same suspects being investigated by the same Police Force Headquarters, Abuja (Particularly G.I. Sect on FCIID Abuja) in which investigation has not been concluded as a result of court restraining order on the JGP which has not been vacated till date, but is currently receiving attention by the Officer-in­ Charge of Legal Department, State CIID Asaba, on the directives of CP Legal, Barr. David lgbodo.

The petitioner also told the president in his petition that; “I state  here boldly and authoritatively that  the Preliminary  investigation reports of EFCC, ICPC, and Code of Conduct Bureau indicted the same suspects over the same allegations of massive fraud and other corrupt practices, but these other agencies have also been prevented from arresting the suspects due to court orders which are currently pending before various Courts of Appeal in Nigeria. Even the Progress Report/Casefile on the same suspects from G.I Section, FCllD Abuja which is currently in possession of one of the Prosecutors, Inspector. Wisdom  Madaki, attached to Legal/Prosecution  Section, Force Headquarters Abuja, as directed by CP Legal, Barr. David lgbodo does not in any way exonerate the same suspects contrary to CSP Dalatu Usman’s Report which exonerated all the suspects. This is the height of impunity and corrupt on within the Nigeria Police Force and should not be swept under the carpet under your Administration of “Change Begins With Me”.

Even the NPF Public Complaint Rapid Response Unit that I recently reported the case to give me a tracking number; 997169 and later informed me that CSP Dalatu Usman cannot be investigated because he was attached to IGP Monitoring Unit and as such he is above the law. As claimed in CSP Dalatu Usman’s report that the four students involved in cultism and unlawful possession of Bullets and other dangerous weapons have been charged to court, the following questions are begging for answers from IGP Idris K. Ibrahim and his officers in IGP Monitoring Unit;

Which court within Nigeria were the students charged to?

What is the name of the prosecutor that handled the case?

Which Police formation charged them to court?

Where is their charge sheet?

What is the position of the case in court?

Where are the confessional statements made by Engineer Dickson Eghwatore and his boys at Oghara Divisional Police Office and Federal SARS Abuja?

According to the petitioner, he said, in view of the weighty allegations outlined above, he is requesting the president to set up a Special Investigation Team to investigate this case of compromise, impunity, and corruption. He added that the officers, both from Police and security agencies who have investigated these allegations of fraud and other crimes should be made to report their Investigation/updates.

Confirming to Reporter in Abuja, the petitioner alleged that IGP Idris K. Ibrahim has deliberately refused to take necessary actions against the erring CSP Dalatu Usman over weighty allegations of compromise, aiding, abetting, shielding and releasing official secrets/documents to suspects to evade prosecution. Despite several directives from the Hon. Minister of Justice to IGP Ibrahim K. Idris to order a fresh investigation into the case, it was outrightly ignored by IGP Idris Ibrahim.

A directive from the IGP sighted by our correspondent has Reference No. CB: 7000/IGP SEC/ABJ/VOL. 316/836 directed to CSP Dalatu Usman attached to IGP Monitoring Unit to respond to a petition of misconduct, corruption, and abuse of office against him via CP IGP Monitoring Unit on March 14th, 2017, it was covered up by a cabal within the IGP Monitoring Unit.

A Senior Police officer within the IGP Monitoring Unit was quoted as saying, “no matter the petition anyone writes against CSP Dalatu Usman over his misconduct and corruption, the petition will die a natural death because Dalatu is a loyal boy to IGP Idris K. Ibrahim and as such, he is untouchable”.

We gathered that the IGP Monitoring Unit which is supposed to be the watchdog of the IGP is now a cesspool of corruption, where top profile cases that want to be covered up are transferred to and killed by some very corrupt officers like CSP Dalatu Usman.

Several calls placed to the telephone line of the Police Force Public Relations Officer, CSP Jimoh Moshood for his comments over allegations of a cover-up by IGP Idris K. Ibrahim over one of his erring police officers, CSP Dalatu Usman, was not responded to as at the time of filing in this report.
