El-Rufai Names New Accountant-General, Appoints Heads For KADIRS, KADGIS

Kaduna State Governor, Malam Nasir El-Rufai has named   a new Accountant General. He has also appointed new heads for two government agencies.

 

A statement from Sir Kashim Ibrahim House on Thursday announced Shizzer Bada, as the new  Accountant-General.

 

The statement also said  Dr. Zaid Abubakar is the Executive Chairman of the Kaduna State Internal Revenue Service (KADIRS) while Altine Jibrin has been appointed  Director-General of the Kaduna Geographic Information Service (KADGIS).

 

Announcing the appointments, the  statement also disclosed that more political appointees, including Special Advisers to the Governor, will be sworn in on Friday, 19th July 2019.

 

The statement also said that Mr. Martins Akumazi, previously Special Adviser, is redesignated as Director-General, Programme Implementation and Results Delivery.

 

Shizzer Nasara Bada is a former General Manager and later acting Executive Secretary of the Kaduna Investment Promotion Agency (KADIPA) where she worked from 2016 to January 2018. She is a Certified Public Accountant and is also a member of the Association of National Accountants of Nigeria (ANAN). She graduated with a degree in Accounting from ABU in 1997 and took an MBA from the same university in 2002.

 

“She comes to her present role from a position as a Deputy Director in the Presidency. She has worked with NEMA, worked with Oasis International Centre,UK, from 2008 to 2012.

 

Prior to this appointment, Dr. Zaid Abubakar was a Tax Auditor with the Federal Inland Revenue Service (FIRS). As required by the Kaduna State Tax Consolidation and Codification Law, the Kaduna State House of Assembly has confirmed the nomination of Dr. Zaid Abubakar as Chairman of KADIRS.

 

Born in 1984, he graduated from the Ahmadu Bello University, Zaria, in 2008 with a 4.41 CGPA in Accounting. He earned an M.Sc. in Accounting & Finance from the same university in 2014.  In 2018, he has completed his Ph.D in Accounting at the Al-Madina International University, Malaysia. Dr. Abubakar is a chartered accountant and has served as a part-time lecturer in Ameer Shehu Idris College of Advanced Studies, Zaria and as a lecturer in the Department of Accounting, ABU Zaria.

 

Altine Jibrin is a former Director-General of the Abuja Geographic Information Service (AGIS), the pioneer digital land registry in Nigeria where she served from 2005 to 2008. She was Special Assistant to the FCT Minister on Physical Infrastructure and has since 2015 worked as Special Adviser to the Kaduna State Government on KADGIS.

 

“She graduated from the University of Maiduguri with a degree Geography in 1981 and took an M.Sc. in Land Administration from Bayero University in 1989. She joined the Ministry of the Federal Capital Territory as Chief Land Officer in 1995, after working for the Borno State Government for 13 years.
