EFCC Witness Gives Evidence Outside 2009/2010 Says, Nobody Stopped Or Suspended Gombe State SUBEB Funds

An Assistant Director with Universal Basic Education Board (UBEB), Alh Adamu Busau Ahmed has told the court that the procurement was changed from September, 2009 /2010 which shows a review of intervention funds disbursement to States.

He said exhibit UUU, shows the federal government has approved a new sharing formula for SUBEB during their 26 Federal Executive council meeting that was held on 27th August, 2008.

Ahmed disclosed that under the guidelines I didn’t see where the law asked SUBEB to start circular showing inside the documents specifically to one person or written to group but were directed to federal government UBEC.

The witness who is an assistant director failed to define circular during his  cross examination by the defense counsel where he  insisted that his statements was according to federal government UBEC new policy which was made available for him to present in court.

He was asked whether the letter was written to SUBEB Gombe state, the PW15 said no that the permanent secretary signed it, and that office of the Executive secretary gave go ahead with the implementation.

While answering questions from the defense counsel to Senator Danjuma Goje and three others, Barr. Paul Erokoro at Federal High Court sitting in Jos on allegations of contract for supply of textbooks to the state Universal Basic Education Board between 2009 /2010, the PW 15 explained that he was employed in 2016, “by then I have not joined UBEC.

According to him, he is a staff serving under finance and account department in charge of States where he is saddle with the responsibility of disbursement of funds to States Universal Basic education.

In his evidence statement, of exhibits TTT, and UUU which was admitted before the honorable court, Alh Ahmed says, two documents include satisfactory true copies of federal government approved guidelines for accessing and utilization of FGN-UBEB intervention funds, issued by the office of executive secretary in March, 2006.

The second is the certified true copy of federal ministry of education Ref: FMB/PS/200/CIB/vol1 /84 dated 9th September, 2008 which is signed by Goge A. title review of the disbursement that revealed 2% of conciliation funds intervention funds.

The assistant director of finance and account maintains that the recent change of federal government UBEB cannot effect during the 2009 /2010 under the senator Danjuma Goje administration.

Meanwhile, the prosecuting counsel, Barr. Wahab Shitu has tendered two additional documents before court seeking to address financial misappropriation and money laundering against the former Governor of Gombe state, Senator Danjuma Goje and 3 orders.

However, the prosecutor also tendered the documents as additional evidence before the honourable court that section 12 of UBEB gave States to opening of account under paragraph 3.0 stressing pre-primary 5%,Primary 60% and Junior secondary school 35% totally 100%.

The PW15 told the court that among the  items conditions for accessing matching order by state enactment of States Universal Basic education are ,classroom ,furniture ,introductory technology equipment ,laboratory books bore hole construction of toilet etc.
